EU announces steps to boost wind deployment

On the two-year anniversary of REPowerEU, the European Commission has launched new steps to accelerate wind energy deployment. Key initiatives include guidance on renewable auction design, permitting, renewal acceleration areas, and a digital platform on tender planning. The Commission emphasizes on technology-specific auction design criteria, cyber and data security, non-price award standards like innovation, and supply chain resilience. WindEurope supports these changes, highlighting the importance of non-price award criteria and tighter pre-qualification rules on turbine construction. The Commission also stresses the proper indexation of auction prices and penalties for project non-completion. WindEurope advocates against negative bidding in auctions to avoid costs passed onto consumers and the supply chain. The Commission provides guidelines on simplifying permitting rules through the Renewable Energy Directive, urging Member States to digitalize their procedures by November 2025. The Renewables Development Platform will serve as a digital tool for industry and government to monitor European auctions.
