LBNL: residential solar PV installations remain flat since NEM 3.0 in California

The introduction of NEM 3.0 in California led to a surge of applications under the previous net metering tariffs (NEM 2.0). The backlog was cleared, resulting in a large number of installations in the past year. The market saw a significant increase in residential BESS installations, with a rise in installations paired with BESS. Prices for solar PV systems with BESS increased due to higher demand and shortages. The top five installers' market share also increased under NEM 3.0. CPUC passed NEM 3.0 to incentivize battery storage systems. However, the legislation reduced export rates for residential owners, affecting solar sales negatively.
