Indonesia targets over 5.7 GW of rooftop solar by 2028

The Indonesian Ministry of Energy and Mineral Resources (EMR) has set quotas for the development of rooftop solar by state-owned electric utility Perusahaan Listrik Negara (PLN) until 2028. Jakarta-based think tank The Institute for Essential Services Reform (IESR) has raised concerns about the distribution of rooftop solar quotas not following clustering regulations. EMR is urged to socialize the distribution mechanism. Fabby Tumiwa, IESR's Executive Director, emphasizes the importance of distributing quotas at subsystem levels for clarity and investment certainty. IESR suggests an increase in rooftop solar quota to reach the target energy mix from renewables in 2025. Net-metering abolition may lead to increased commercial and industrial rooftop solar installations. Marlistya Citraningrum, IESR's Sustainable Energy Access Program Manager, highlights the interest from industrial customers in rooftop solar for energy cost reduction and sustainable practices. IESR advocates for power wheeling implementation to promote a renewable energy market in Indonesia.
