Negative bidding in recent offshore wind auctions in Germany and the Netherlands is putting unnecessary additional pressure on offshore wind developers. Germany awarded 2.5GW and the Netherlands 4GW using negative bidding, while most other European countries use Contract for Difference (CfD) auctions. WindEurope criticizes negative bidding as an additional cost burden for developers. The Dutch auction emphasized non-price criteria such as biodiversity protection and system integration.
