Netherlands exempts apartments and monuments from 2026 heat pump mandate

Dutch Minister of Housing Hugo de Jonge announces exemption of multi-story apartments and listed buildings from replacing gas boilers with hybrid heat pumps by 2026. The exemption is due to long payback periods in multi-story buildings and permit requirements for listed buildings. The mandate sets hybrid heat pumps as the minimum standard but allows for fully electric heat pumps and district heating as alternatives.
