Analysis of France’s 2021-2023 PV auctions shows price hike despite lower solar module prices

The French government initiated a seven-round tender scheme in July 2021 to allocate approximately 28 GW of renewable energy capacity by the end of 2026. The CRE, France's energy regulator, analyzed the outcomes of tenders conducted between 2021 and 2023, with 10 GW allocated by the end of 2023. Ground-mounted and large rooftop PV systems were among the designated allocations. The CRE reported rising final prices for projects, influenced by factors such as raw material, logistics tensions, inflation, and interest rate hikes. Opex also increased for various installations. Most developers opted for PV modules from Chinese manufacturers.
