California proposes income-based fixed electricity charges

The Public Advocates Office (PAO) for the California Public Utilities Commission (CPUC) has proposed adding a monthly fixed charge on electric utility bills based on income level to align billing more directly with utility costs. The proposal aims to lower bills for the lowest-income residents. The PAO's recommended Income Graduated Fixed Charge would affect customers not enrolled in the CARE program, with fees ranging from $22 to $42 per month, and CARE customers charged between $14 and $22 monthly based on income level and territory. The proposal also includes lower usage-based electricity rates and reductions of 16% to 22% for the three major investor-owned utilities. The article addresses concerns about rising rates for electricity generation and transmission, particularly due to ongoing wildfire mitigation efforts by utilities. Linda Serizawa, deputy director for energy at PAO, highlights that the pace and scale of rate increases are exceeding previous expectations.
